At a glance

  • Checks every invoice against article 63 §8 of the Luxembourg VAT law (loi modifiée du 12 février 1979, AED coordinated text of 1 January 2026): number in an unbroken series, dates, both parties’ names and addresses, VAT numbers, description, unit prices, the base and VAT per rate.
  • Uses the four Luxembourg VAT rates of article 39: 17 % normal, 14 % intermediate, 8 % reduced and 3 % super-reduced, with the VAT worked out per rate.
  • Prints the wording each case needs: “Autoliquidation” / reverse charge for services to EU businesses, the intra-Community exemption (art. 43 §1 d), exports (art. 43 §1 a), services outside the EU (art. 17 §1 b) and article 44 exemptions.
  • For the small-business franchise (turnover up to €50,000 a year since 1 January 2025) it prints the AED’s own wording — “TVA non applicable – Article 57bis de la loi modifiée du 12 février 1979” — and leaves VAT off the invoice.
  • Adds the company-law details the law of 10 August 1915 asks for — name, legal form (SA, SARL, SARL-S…), registered office and “R.C.S. Luxembourg B…” — plus your business permit number and share capital if you like.
  • Checks Luxembourg VAT numbers (the mod-89 check digits), the format of other EU VAT numbers, IBANs (mod 97) and BICs, and warns when an invoice is issued after the 15th of the month following the supply (art. 63 §5).
  • Adds a SEPA payment QR code (EPC069-12) with an ISO 11649 RF reference, and exports a Peppol BIS Billing 3.0 e-invoice (UBL) that passes the official EN 16931 and Peppol validation rules.
  • Invoices and credit notes in French, German, English, or bilingual French–English and German–English. Free, no sign-up; your data stays in your browser.

Step by step

How to make a Luxembourg invoice

  1. 1

    Enter your business

Name, legal form, address, VAT number (LU…), RCS number and bank details. They are saved for next time.

  2. 2

    Add the customer

Name, address, country and — for a business — their VAT number. Pick business or private person.

  3. 3

    Choose the VAT treatment

Luxembourg VAT, small-business franchise, EU business (services or goods), export, services outside the EU or exempt. The tool suggests the usual one.

  4. 4

    Add the lines

Description, quantity, unit, unit price excluding VAT, any discount and the VAT rate (17, 14, 8 or 3 %).

  5. 5

    Check and download

Fix anything the checklist flags, choose the language, then download the PDF — or the Peppol e-invoice for public bodies.

Features

Everything you need, nothing you don’t

A checklist, not just a template

As you type, the tool lists anything article 63 of the VAT law or the company law still needs — a missing customer VAT number for reverse charge, an RCS number, an exemption reference — before you send the invoice.

The right VAT treatment

Tell it where the customer is and whether you sell goods or services: it suggests Luxembourg VAT, reverse charge, intra-EU exemption, export or out-of-scope, and prints the matching legal wording.

Three languages

French, German and English — the languages of business in Luxembourg — or two at once, with dates and amounts written the local way.

Get paid faster

Your IBAN and BIC are checked, and a SEPA QR code lets customers pay from banking apps that read EPC QR codes, with a structured RF reference.

Ready for e-invoicing

Download a Peppol BIS 3.0 UBL file for public-sector customers, validated against the official rules — the same format Luxembourg plans for business invoices.

Your details, remembered

Your business, logo, bank details and customers are saved in your browser; “Next invoice” continues the number series.

What a Luxembourg invoice must show

Article 63 §8 of the VAT law lists the details; the company law of 10 August 1915 adds the identification of companies. This tool prints all of them:

  • The date of issue and a unique sequential number, which may follow one or more series.
  • Your VAT number, and the customer’s VAT number when they account for the VAT (reverse charge) or receive an intra-Community supply of goods.
  • The full name and address of both parties.
  • The quantity and nature of the goods or the extent and nature of the services, and the date of supply if it differs from the invoice date.
  • The taxable amount for each rate or exemption, the unit price excluding VAT, discounts, the rate and the VAT due.
  • For an exemption, the legal reference; for reverse charge, “Autoliquidation”; with cash accounting, “Comptabilité de caisse”.
  • For a company: its name with the legal form (SA, SARL…), the registered office and “R.C.S. Luxembourg” with its registration number.

Luxembourg VAT rates

Which rate applies depends on the annexes of the VAT law and its regulations — check with the AED (Administration de l’enregistrement, des domaines et de la TVA) if you are not sure for a given product.

RateNameTypical uses
17 %Normal rateMost goods and services
14 %Intermediate rateWines up to 13 % alcohol, mineral fuels and heating oil, washing and cleaning products, advertising print, custody of securities (annex C)

Small businesses: the VAT franchise

Businesses established in Luxembourg whose annual turnover in Luxembourg does not exceed €50,000 (the threshold since 1 January 2025) can use the franchise: they charge no VAT and cannot deduct it. If turnover passes €50,000 the exemption continues until the end of the year as long as it stays within €55,000; above that it ends the next day (AED SME scheme FAQ).

Franchise invoices may not show VAT and must carry the statement “TVA non applicable – Article 57bis de la loi modifiée du 12 février 1979”. Since 2025 they may also be simplified invoices.

E-invoicing in Luxembourg

Invoices to Luxembourg public bodies must be electronic, in the European standard EN 16931 sent over Peppol — for all suppliers since 18 March 2023. The e-invoice (UBL) button makes such a file; send it through a Peppol access point or the State’s e-invoicing service.

For business-to-business invoices, a government bill (n° 8815, filed in July 2026) proposes compulsory e-invoicing from 2028 for receiving and from 2028–2029 for issuing. It is still a draft; until it becomes law, PDF invoices remain fine between businesses.

FAQ

Frequently asked questions

Do I have to write my invoice in French?

No. Invoices can be in any language, but the AED may ask for a French or German translation of invoices in another language (art. 63 §12). French, German and English — or bilingual — are built in.

When must an invoice be issued?

At the latest on the 15th day of the month after the month of the supply, and for an advance payment at the latest when you receive it (art. 63 §5). The checklist warns you when the invoice date is later.

What do I write for a customer in another EU country?

For services to a business, no Luxembourg VAT is charged and the invoice says “Autoliquidation” (reverse charge), with the customer’s VAT number. For goods shipped to a VAT-registered business in another EU country, the supply is exempt (art. 43 §1 d) and the invoice says so. Choose the matching regime and the wording is added.

I am a freelancer under the franchise. What goes on my invoice?

No VAT, and the statement “TVA non applicable – Article 57bis de la loi modifiée du 12 février 1979”. Switch on “I use the VAT franchise” and the tool does the rest.

Is an RCS number required on invoices?

For commercial companies, yes: the 1915 company law requires the name, legal form, registered office and “R.C.S. Luxembourg” followed by the registration number on invoices and letters.

What is a simplified invoice?

An invoice with fewer details, allowed when the total including VAT is no more than €100, for documents that amend an earlier invoice, and for businesses under the franchise (art. 63 §10–11). This tool always produces a full invoice, which is valid in every case.

Does the SEPA QR code work with my bank?

It follows the European Payments Council standard (EPC069-12, also called GiroCode). Many banking apps in the euro area can read it; if a customer’s app cannot, the IBAN and reference are printed beside it.

Is my data uploaded?

No. The invoice is built in your browser. Your business details, logo and customers are saved on this device only, so they are there next time.
